As the spread of the COVID-19 virus rapidly evolved into a deadly pandemic worldwide, recognized public medical authorities recommended the imposition of various social measures to curb or slow the spread of the virus and in response state, county, town, municipal and local governments issued a diverse panoply of directives mandating: government and private office as well as store other business closures; workplace personnel reductions: stay at home, shelter in place and business shut-down rules; limited essential business exemptions and other COVID-19 related laws, regulations, executive orders, health directives and guidance and court orders (“Governmental Limitations”).
